感染予防管理に特化した世界初のオンライン GOARN Tier 1.5 研修を開催しました！

厚生労働科学研究費補助金、地球規模保健課題解決推進のための行政施策に関する研究事業「国外の健康危機発生時に対応できる人材に必要なコンピテンシーの分析及び人材を増強するための研修プログラムの開発のための研究」 は、2020年10月29日～30日、WHO本部、WHO西太平洋事務局 (WPRO)、GOARN (Global Outbreak Alert Response Network)と共同で、厚生労働省のご支援の下、世界初となる感染症予防管理に特化したオンラインGOARN Training Workshop Tier 1.5を開催しました。

開催初日は、開会式で厚生労働省大臣官房国際課の梅木国際保健管理官より本研修の実現と成果の期待に関するお言葉をいただきました。また、本研究班の研究代表者を務める国立国際医療研究センター国際感染症センター長の大曲より研究班の趣旨と本研修の位置付けの説明があり、WHO WPROのDr. Salmonより本研修参加者の歓迎と鼓舞激励のお言葉をいただきました。

 本研修は、国際感染症のアウトブレイク時にGOARNの国際ミッションで感染予防管理の専門家として活躍できる日本人材の育成及び能力強化を目的としました。新型コロナウイルス感染症の影響で、今回は昨年のように東京へWHO GOARN講師陣を招致し対面型の研修を開催できませんでしたが、オンライン開催にしたことで、海外に駐在する日本人材も参加可能となり、日本を含む9か国を繋ぎ運営しました。GOARNのミッション上、現場で直面するようなシナリオに基づくケース・スタディーのグループワークや、感染予防管理の専門家としてGOARN派遣経験のあるWHO及び日本の専門家による経験共有のセッションなどでプラグラムが構成され、大変充実した研修内容となりました。当初は、新型コロナウイルス感染症の影響で開催は厳しいかと諦めかけていましたが、オンライン形式による新プログラムの実施を実現できたことは、大変喜ばしい出来事です。

WHO本部、 WPRO、GOARN、厚生労働省、研究班関係機関など多くの国内外関係者から多大なご支援、ご協力をいただき、また、感染予防管理の専門性を活かし海外でGOARNを通じて国際感染症対策に貢献する熱意のある32名の受講生達の積極的な参加を得て、大盛況のうちに終わりました。

昨年及び今年の研修受講生の中から、国際感染症のアウトブレイク対策の第一線で、GOARNの国際ミッションの一員として活躍できる次の専門家が輩出されることを期待しています。当研究班としても人材育成及び派遣の促進のため、引き続き多角的に取り組んでいきます。

The world's first virtual GOARN Tier 1.5 workshop specializing in IPC was held successfully!

 

On 29-30th October, 2020, the first virtual GOARN Tier 1.5 workshop focusing on Infection Prevention and Control (IPC) was organized in collaboration with GOARN (Global Outbreak Alert Response Network), WHO headquarters, WHO Regional Office for Western Pacific (WPRO), and the Japanese research group working for human resource development in the international outbreak responses supported by MHLW(the Ministry of Health, Labour and Welfare of Japan). The purpose of this training was to provide an orientation to the international outbreak response with GOARN for IPC experts in Japan who are interested in deploying and working in the field with GOARN. IPC at the field level is an essential element in addressing international outbreaks such as the current COVID-19, and the role of professionals involved in strengthening IPC is diversifying.

This workshop started with some opening remarks from Dr. Kazunori Umeki, Senior Coordinator for Global Health, International Affairs Division, Minister's Secretariat, MHLW, Dr. Norio Ohmagari, the director of the Disease Control and Prevention Center, National Center for Global Health and Medicine, who is the principal investigator of this research group, and Dr. Sharon Salmon of WHO WPRO. Due to COVID-19, unfortunately a face-to-face training was not organized in Tokyo by inviting WHO GOARN faculty like last year. However, this virtual workshop enabled all participants both inside and outside Japan and GOARN faculty overseas to connect effectively (total 9 countries including Japan).

This real-time workshop consisted of group work discussions on case studies based on realistic scenarios of GOARN missions in the field, and sessions by IPC experts from the WHO and Japan who have experience of GOARN deployment. The workshop contents were very fulfilling. We received a great deal of support and cooperation from a number of personnel and institutions such as GOARN, WHO Headquarters, WHO WPRO, MHLW of Japan as well as Japanese GOARN partner institutes implementing the research group program together. It was a great success by having 32 enthusiastic trainees who actively participated and learned at this course. We hope that some trainees from both last year and this year will be an expert who will play an active role as members of the GOARN mission at the front line of the international outbreak response in the near future. Our research group will continue to make multifaceted efforts to work for human resource development and promote the rapid deployment of Japanese experts to contribute to GOARN’s mission.
