目的

• 年間1500万人を超える海外渡航邦人、訪日外国人の増加よりトラベルクリニックの必要性が高まっております。新型コロナウイルス感染症の国境を越えた大流行より、受診者こそ少ないものの、海外渡航時の感染症予防についても関心が高くなっていることと存じ上げます。ワクチンはトラベルクリニックの診療の一部をなす必須要素です。本講習会は、渡航外来で必要な感染症予防のための知識を広め、地域の連携・協力体制を築くことを目的としています。

国際感染症対策：WHO GOARN 派遣人材育成オンライン研修（IPCコース）2020参加者募集【受付終了しました】

GOARN（Global Outbreak Alert and Response Network）は、世界保健機関（WHO）やパートナー機関により設立されたエボラ出血熱等の国際感染症の危機発生時に世界屈指の感染症対策チームを迅速に派遣・運営する国際的な枠組みです。GOARNミッションへの派遣には、GOARN研修の修了や国際的なアウトブレイク対応の経験が重視されています。そこで本研究班は、2019年度より、WHOの協力を得て、GOARN研修 (GOARN Tier 1.5 Training Workshop)を日本で開催しています。本研修は、昨年度に引き続きGOARN派遣に有用な情報を提供するとともに、IPC（Infection Prevention and Control）に特化したGOARN派遣人材を育成する機会とすることとなりました。昨今の新型コロナウイルス感染症の急速な状況変化を鑑み、本研修は、オンラインでの実施となります。WHOの講師陣による貴重な研修の機会ですので、是非、奮ってご応募下さい。

募集要項

• GOARN Tier1.5 Training Workshopとは：

  派遣前必須オンラインコースのTier1と国際的他職種のアウトブレークチームに備えるTier2の中間コースであり、以前派遣された専門家の体験談、ケーススタディやグループディスカッションを含むワークショップ。今回の本コースは感染予防管理に特化したTier 1.5オンラインコースである。

• 目的：
  国際的なアウトブレイクへの対応にはフィールドレベルでのIPCが不可欠な要素であり、IPCの強化に従事する専門家の役割は多様化している。GOARNとWHOの多職種の国際ミッションに参加する上で、必要とされるプロセス、チャレンジや実態を把握するとともに、IPC分野に特化した本コースにより、GOARNミッションに貢献する上で必要とされるIPC専門家としてのスキルと知識、柔軟性を身につけ、ワークショップを通してアウトブレイクへのアプローチの仕方を習得する。
• 開催日時：
  

  1. 研修前自習   

      リアルタイム研修の2～4週間前に各自オンライン自習教材を用いて実施する。ケーススタディはグループワーク※で実施。（※変更可能性有）

  
  

  2.リアルタイム研修　

     2020年10月29日(木)～30日（金）（一日4時間を最大とした2日間）

  3.研修後自習

  　各自オンライン自習教材及びアンケートフォームを用いて実施する。
  
  ※全コース修了者には、WHOの受講証明書の発行を予定しています。

参加者応募条件

1. 教育歴
   感染症に関連する分野における学士号取得者: 公衆衛生（Public Health）、感染管理(Infection Prevention and Control)、検査(Laboratory) など。さらに、同分野の修士号以上の学位があると望ましい。
2. 経験
• 最低2回のアウトブレイク調査ミッションに参加している。(国内外を問わない)もしくは、院内、国内、国外のいずれかにおけるアウトブレイク対応の経験がある。
• 国立感染症研究所　実地疫学専門家養成コース(FETP)（卒業生含む）
• 感染症危機管理専門家養成プログラム(IDES)（卒業生含む）
• 国際緊急援助隊(JDR)感染症対策チーム登録者のうち、導入コース修了者
• 国立国際医療研究センター国際感染症センター（DCC）で国際感染症対応の実務経験を有する。
• 当該分野における5年以上の実務経験を有する。
3. スキル
   以下の派遣に必要なスキルを有する。
• 優れたコミュニケーション及び交渉スキル
• 優れた分析・計画・組織対応力
• チームワークを尊重し業務可能なスキル
• 重圧の状況下においても業務を遂行する力
4. 語学力
   以下の語学力を有し、国際ミッションで円滑に業務が可能な英語力を有する。
• 英語：TOEIC730点以上、TOEFL550点(iBT79点)、IELTS6.0以上
5. 派遣への意思
   GOARNとWHOの国際ミッションに参加を希望している。

   ＊英語検定の証明書を提出必須とする。検定未受講の場合は相当する証明書

   （例：英語での国際コースの受講証明など）を提出必須とする。

WHO GOARN Outbreak Response Tier 1.5 Training Workshop: Real-time Online Course on Infection Prevention and Control 2020

 The National Center for Global Health and Medicine (NCGM) and the Global Outbreak Alert and Response Network (GOARN) coordinated by the World Health Organization (WHO) will organize a GOARN training workshop: online course on Infection Prevention and Control (IPC). This training course is supported by “the research projects on human resource development in response to emerging infectious diseases at both national and international levels” supported by Health and Labour Sciences Research Grants, Japan.

 We cordially invite applications for participation in this workshop. Due to the recent rapid changes in the situations of new coronavirus infections, this year's training workshop will be conducted by utilizing the digital technology. This new real-time online courses will take place as follows:

Workshop goals

 This workshop is for IPC specialists who are interested in deploying and working in the field, with the purpose to provide an orientation to international outbreak response with GOARN. IPC at field level is an essential element in addressing international outbreaks such as the current COVID-19, and the role of professionals involved in strengthening IPC is diversifying. In this course, which is designed as an initial introduction for future deployees and also specializes in the IPC field, participants will acquire the skills, knowledge, and flexibility as an IPC expert required to contribute to the GOARN mission, and will learn how to approach an outbreak through a workshop.

Training component and schedule

• 1. Pre-course work： Two to four weeks before the Real-time training, each participant learns by the online self-paced course. Case studies* are planned to be conducted by group work. (*TBC)

  2. Real-time training： From Thursday, 29th to Friday, 30th October 2020

  3. Post-course work： Each participant learns by the online self-paces course.

  ＊For participants who complete the whole training workshop, certificates will be issued by the WHO

  GOARN team. 

About the Real-time training on 29th-30^th October 2020 

• Date: Two half-days (17：00－21：00* Japan Time) on 29-30th Oct, 2020. (* Closing time will be confirmed later.)

• Fee：Free of charge
• Seating capacity: 30 seats (Restricted to only those who can attend all 1.5 days workshop. Applicants will be screened based on criteria and a reference letter attached. Notice of acceptance will be emailed by late September 2020.)
• Language：English only
• Application deadline: Monday, 31st  August 2020, 9 am  → Monday, 7th September 2020, 9 am

GOARN is a global technical partnership established by the WHO in 2000 as a key mechanism to engage the resources of technical agencies across the globe for rapid identification, confirmation, risk assessment and response to the major international public health emergencies such as COVID-19 and Ebola virus disease.

The essential criteria for applying this training workshop

Applicants must meet the essential criteria detailed below and priority will be given to those who also meet one or more of the desirable criteria. Please read these criteria carefully and ensure that you have the relevant expertise and experience before applying.

1. Education
   First level university degree in Public Health, Infection Prevention and Control, Laboratory and related disciplines. Master’s or higher-level degree is desired.
2. Experience
• Minimum of 2 field deployments to response operations at the national, regional or international level (outbreaks or humanitarian emergencies), or participation in outbreak response activities at the health facility, the national, regional or global level.
• Recent graduates or current trainees of Field Epidemiology Training Program (FETP).
• Recent graduates or current trainees of Infectious Disease Emergency Specialist (IDES) Training Program.
• Among registrants of infectious disease response team of Japan Disaster Relief Team (JDR), those who completed introduction course.
• Working experience of preparedness and response to emerging infections at Disease Control and Prevention Center, National Center for Global Health and Medicine (NCGM).
• 5 or more years of professional experience in the area of expertise.
3. Skills
• Excellent skills in communication and diplomacy.
• Excellent analytical, planning and organizational skills.
• Ability to work in the team.
• Ability to work under pressure.
4. Languages
   Fluency in spoken and written English with qualifications below;
• TOEIC score of 730 or higher, TOEFL score of 550 or higher (iBT 79 or higher), IELTS score of 6.0 or higher
5. Availability for deployment
   Availability for international missions of GOARN and WHO
